Fayetteville City Council discusses key community issues in June meeting

FAYETTEVILLE, N.C. - The Fayetteville City Council convened on June 10 at 6:30 p.m. in the City Hall Council Chambers to address city matters.

The meeting commenced at 6:40 p.m. with an invocation by Pastor Dale Paschall of Cliffdale Community Church, followed by the Pledge of Allegiance led by Mayor Mitch Colvin and the City Council.

Council Member Courtney Banks-McLaughlin presented a gift from Saint Avold, France's Mayor Rene Steiner to Mayor Colvin during the announcements and recognitions segment. Mayor Colvin honored Colonel John Wilcox with the Key to the City for his service as Fort Liberty Garrison Commander. Certificates of Achievement were also presented to Transit Operations and Maintenance staff who graduated from Fayetteville Technical Community College’s CDL Program.

Mayor Colvin further recognized National Homeownership Month by presenting a proclamation to Christopher Cauley, Economic and Community Development Director, and his team. Council Member Derrick Thompson acknowledged Gun Violence Awareness Month, urging residents to practice good gun safety and storage.

In the City Manager Report, Douglas J. Hewett noted the passing of long-time city planner Marsha Bryant and asked for prayers for her family. Hewett also mentioned that residents could subscribe to the weekly City Manager newsletter via the city's website and reminded attendees about upcoming Juneteenth events.

Councilmember D.J. Haire moved to approve the agenda, seconded by Council Member Banks-McLaughlin; it passed unanimously (9-0). During the public forum, seven individuals addressed various issues ranging from speed bumps on Oakridge Avenue to support for a fiscal year 2025 MSD rate increase proposed by Cool Springs Downtown District.

Councilmember Haire moved to approve 11 consent agenda items which include routine matters passed with a single motion unless removed for discussion; this motion was seconded by Councilmember Hondros and approved unanimously (9-0).

Consent Agenda approvals included:

- Meeting minutes from April 26, 2024 (Special – Public Safety Summit Preparation) and May 22, 2024 (Agenda Brief)

- Fayetteville Area Metropolitan Planning Organization Memorandum of Understanding dated May 9, 2024

- Resolution authorizing a lease for Cross Creek District Office of the Police Department

- Resolution authorizing a quitclaim deed to expedite land sale at 939 Taft Street

- Addition of certain streets to Fayetteville’s system

- Capital Project Ordinance Amendments for Ray Ave Drainage Improvement Project

- Special Revenue Fund Project Ordinance Amendment reducing HOME Affordable Housing Development Program funding

- Special Revenue Fund Project Ordinance Amendment adjusting Juvenile Justice Delinquency Prevention Grant appropriation

- Approval of installment financing and adoption of resolution for vehicle/equipment purchases

- Authorization for City Manager agreement execution with NC Department of Public Safety regarding Ivy & Lyon Road drainage improvements grant award

- PWC bid recommendation rebid for Fayetteville Annexation Phase V

No items were pulled from the consent agenda.

Administrative reports included discussing a scope of work for Day Resource Center – Manna Dream Center Operation; however, an attempt by Council Member Benavente to add this item to a special budget work session failed due to lack of support.

The meeting adjourned at 7:42 p.m., with the next regular meeting scheduled for Monday, June 24 at 6:30 p.m., and an August work session on Monday, August 5 at 2 p.m., both in Fayetteville City Hall’s Council Chambers.
