(FAYETTEVILLE, N.C.) - The Fayetteville City Council met June 26 at 7 p.m. in the City Hall Council Chambers to discuss matters relevant to the city in order to move Fayetteville forward.
The meeting was called to order at 7:02 p.m., followed by the invocation offered by Rabbi Dov Goldberg with Beth Israel Congregation, then the Pledge of Allegiance lead by Mayor Mitch Colvin.
There were several ANNOUNCEMENTS AND RECOGNITIONS made by the Mayor and Council. With a goal of making Fayetteville the best place to work, live and recreate, the Mayor and City Council enjoy taking time to recognize the community in various ways.
Mayor Mitch Colvin presented the Key to the City to Mr. Joshua Williams for his support of the youth and exceptional leadership on and off the football field which led to his team the Kansas City Chiefs winning the 2023 Super Bowl.
Mr. Jerry Clipp, Human Resources Director, introduced the ICON Program Interns and Mayor Mitch Colvin presented certificates of excellence to the 14 high school students who are participating in the ICON Internship program for six weeks with the City of Fayetteville.
Mayor Mitch Colvin presented a proclamation to Mr. Nicko Poulos, owner of Superior Bakery, in honor of being named the 13th best doughnut shop in the nation.
Council Member Shakeyla Ingram acknowledged Mr. Christopher Cauley, Economic and Community Development Director, and Mr. Deontae Watson, Deputy Airport Director, for being recognized as a member of the class of 2023 “40 Under 40” of Fayetteville.
During the City Manager Report, Mr. Doug Hewett stated there has been an additional line modified in the Capital Project Ordinance to identify additional funding from FAMPO for the Glenville Lake project.
A motion was made to approve the agenda by Council Member Shakeyla Ingram and seconded by Council Member Derrick Thompson, the motion was approved unanimously.
The City Council acted on 19 CONSENT AGENDA items during this meeting. The Consent Agenda is a group of items that are considered routine whereby all items are passed with a single motion and vote. Members of City Council can remove items from the Consent Agenda for further discussion prior to voting. A motion was made by Council Member Shakeyla Ingram, seconded by Mayor Pro Tem Johnny Dawkins, to approve the consent agenda. It was approved unanimously.

The City Council held a single PUBLIC HEARING during this meeting. This is a critical portion of the Regular Council meeting since for certain issues, the Fayetteville City Council may sit as a quasi-judicial body that has powers resembling those of a court of law or judge. The Council will hold hearings, investigate facts, weigh evidence and draw conclusions which serve as a basis for its decisions. All persons wishing to appear before the Council should be prepared to give sworn testimony on relevant facts.

During the Other Items of Business portion of the meeting, Council heard the Tabled Evidentiary Hearingfor a decision on a Special Use Permit to allow a duplex in the Single-Family Residential 15 zoning district on property located at 105 Arbor View Court. Discussion ensued. Council Member Shakeyla Ingram made a motion to approve the application, seconded by Council Member Courtney Banks-McLaughin. The motion passed 6 to 3.
Mayor Colvin, and Council Members Ingram, Thompson, Hondros, Banks-McLaughlin, McNair voted in favor. Council Members Jensen, Benavente, Haire voted in opposition. Mayor Pro Tem Dawkins was recused.
