(FAYETTEVILLE, N.C.) - The Fayetteville City Council met June 12 at 7 p.m. in the City Hall Council Chambers to discuss matters relevant to the city in order to Fayetteville forward.

The meeting was called to order at 7:03 p.m., followed by the invocation offered by Elder Mary Cherry, with Kingdom Impact Global Ministries, then the Pledge of Allegiance lead by Mayor Pro Tem Johnny Dawkins.

There were several ANNOUNCEMENTS AND RECOGNITIONS made by the Mayor Pro Tem and Council.

Council Member Shakeyla Ingram recognized the Fayetteville Poetry Slam team that advanced to nationals as Fayetteville is now ranked 4th nationally. She also recognized the three Fayetteville natives who received Tony Award nominations.

Council Member D.J. Haire acknowledged Mr. Joshua Jones, a Westover High School Graduate and scholar-athlete, for graduating with a 4.1 GPA and multiple scholarship offers.

Council Member Shakeyla Ingram presented a proclamation Katrinna Marsden, Catrina Blaylock, and Cayden Blaylock in honor of National Pride Month.

Council Member Deno Hondros read a proclamation from President Biden on homeownership.

Council Member Kathy Jensen announced the City of Fayetteville was named the 2023 All American City Award. A contingent of 27 individuals traveled to Denver for the presentation June 8-12, 2023.

The Key to the City was presented to Mr. Bruce Daws in grateful recognition of his devoted interest and untiring commitment to the City of Fayetteville for over 37 years.

A motion was made to approve the agenda by Council Member D.J. Haire moved to approve the agenda. Seconded by Council Member Derrick Thompson, the motion was approved unanimously.

The City Council acted on nine CONSENT AGENDA items during this meeting. The Consent Agenda is a group of items that are considered routine whereby all items are passed with a single motion and vote. Members of City Council can remove items from the Consent Agenda for further discussion prior to voting. A motion was made by Council Member Shakeyla Ingram, seconded by Council Member Deon Hondros, to approve the consent agenda. It was approved unanimously.

The City Council held a PUBLIC FORUM during this meeting. This is a critical portion of the Regular Council meeting as the City Council seeks to have a collaborative citizen and business engagement base. This opportunity allows for residents to address the council directly on specific issues in an effort inform them of their opinions on specific topics. The following topics were discussed: Sustainability and climate, homelessness, public safety, legal representation for city staff and creating a youth public forum.

The City Council held several PUBLIC HEARINGS during this meeting. This is a critical portion of the Regular Council meeting since for certain issues, the Fayetteville City Council may sit as a quasi-judicial body that has powers resembling those of a court of law or judge. The Council will hold hearings, investigate facts, weigh evidence and draw conclusions which serve as a basis for its decisions. All persons wishing to appear before the Council should be prepared to give sworn testimony on relevant facts.

  • Council conducted a public hearing on the Proposed Fiscal Year 2023-2024 Annual Operating Budget. After a presentation from Assistant City Manager Jeff Yates, council heard several speakers advocating to include the Cape Fear Regional Theatre and office of community safety in the upcoming budget.   • Council Conducted a public hearing on the Contract Award for Downtown District Management 2023-2024. There were three speakers in support of awarding the contract to Cool Springs Downtown District. There were no speakers in opposition. Council Member Shakeyla Ingram, seconded by Council Member Deno Hondros, moved to approve the contract award to Cool Spring Downtown District, Inc. for Enhanced Services for the Arts and Entertainment-Focused Downtown Municipal Service District for a five-year term, adjusted annually by estimated property tax growth. During the Other Items of Business portion of the meeting, Council discussed the Operations Agreement for Parks and Recreation Consolidation between City and Cumberland County. Discussion ensued. Council Member Kathy Jensen, seconded by Council Member Shakeyla Ingram, moved to have City and County staff discuss the operations agreement for Parks & Recreation Consolidation between the City and Cumberland County.
