Fayetteville City Work Session Recap – June 5, 2023

(FAYETTEVILLE, N.C.) -  The Fayetteville City Council met June 5 at 5 p.m. in the City Hall LaFayette Room for the monthly work session to discuss matters relevant to the city with regards to their strategic plan.

The meeting was called to order at 5:00 p.m. followed by the invocation was offered by Council Member Brenda McNair followed by the Pledge of Allegiance lead by Mayor Mitch Colvin.

Approval of the Agenda

Council Member Shakeyla Ingram made a motion to approve the agenda, it was seconded by Council Member Mario Benavente. The motion passed.

Other Items of Business:

The City Council discussed the progress of Fayetteville’s Downtown Social District. After discussion and a staff presentation, there was consensus to continue the Social District pilot program to December 31, 2023. You can read more about this item here.

The City Council discussed Boarded Structures - Proposed Text Amendment to Chapter 14 of the City Code of Ordinances. The recommendations come after public hearing meetings were held to discuss the text amendment. There was consensus for staff to further research and present steps to be taken at the end of the three-year boarded up period. The City Council discussed the recommended Fiscal Year 2023-24 Annual Operating Budget. You can read more about this item here

City Council Agenda Item Request:

Council Members Kathy Jensen, D.J. Haire and Derrick Thompson proposed that the City Council request City staff to research and provide a proposed policy regarding Unaccompanied Minors in City Facilities. There was consensus to have staff present council with a proposed policy regarding unaccompanied minors at City facilities. You can read more about this item here. 

Council Member Kathy Jensen proposed City Council Consider a Vote for Legal Representation for city staff. Discussion ensued. There was consensus not to move the item forward. You can read more about this item here.         

Councilman Mario Benavente proposed City Council request staff present an Impact Reduction program Review. Discussion ensued. Consensus of Council was not to move forward with waiting for an after-action review to clear the next encampment.  Council Member Benavente was opposed to the consensus vote. Councilman Mario Benavente proposed City Council to provide additional support to the Phoenix Center. There was consensus to have staff present council with information and options regarding this item for Fiscal Year 2023-24 consideration. You can read more about this item here

Mayor Mitch Colvin proposed City Council to return City and State-owned property to the tax roll. There was consensus to move this item forward, and staff identify properties to return to the tax roll. You can read more about this item here

The meeting adjourned at 7:27 p.m.
