City of Fayetteville recently issued the following

The City of Fayetteville has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through North Carolina Emergency Management (NCEM) as a sub- recipient.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low- income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Sub-Applicant: City of Fayetteville

Project Title: PN 73430 Cross Creek Cemetery Bank Stabilization; PA-04-NC-4393-PW-02267

Location of Proposed Work:

Disinter and relocation of remains located at 208 Lamon Street; current location of remains (GPS start: 35.05781, -78.87096 and GPS end: 35.05823, -78.87069); relocation area (GPS:

35.06080, -78.86989).

Bank Stabilization and stream enhancements located at 208 Lamon Street (GPS start: 35.05808,

-78.87065 and GPS end: 35.05611, -78.87154)

Special Flood Hazard Area Zone:

The proposed project is to relocate remains to Section 5 of the cemetery, as well as, conduct bank stabilization and stream enhancements to Cross Creek, located adjacent to the cemetery. Work is located within a Floodway, AE, and Shaded X Flood zone. Confirmation of location in a Special Flood Hazard Area (SFHA) was determined by the Cumberland County Flood Insurance Rate Map, Panel Number: 3720043700J dated 01/05/2007. The proposed work conforms to all applicable State of North Carolina and local floodplain regulations. There is a potential for the facility to be impacted by future flooding events due to its location within the Floodway, AE, and Shaded X Flood zone. The proposed work will not take place in wetlands per the United States Fish and Wildlife Service National Wetlands Inventory and will have little potential to impact or affect wetland values.

Proposed Work and Purpose:

The City of Fayetteville is requesting funds to disinter and reinter remains and to conduct bank stabilization and stream channel enhancements. As part of the bank stabilization, an asphalt walkway will be extended, an observation deck will be demolished and replaced with an asphalt walkway, a concrete pad will be removed, and two fences will be reinstalled. Minimization measures will be implemented by relocating the remains to an area northwest of the stream bank, which will help minimize future impacts from flooding and subsequent soil erosion. The bank stabilization/stream channel enhancements will facilitate the natural flow of water through the floodway.

Project Alternatives:

Alternative #1 (No action): The 'no action' alternative would ultimately result in a negative impact on the City of Fayetteville. If the remains are not relocated and the bank not stabilized, further bank erosion will occur and the ground will become increasingly unstable.
