(FAYETTEVILLE, N.C.) - The Fayetteville City Council met Oct. 23 at 7 p.m. in the City Hall Council Chambers to discuss matters relevant to America’s “Can Do” city.

The meeting was called to order at 7:03 p.m., followed by the invocation offered by Pastor Terrell Brown with Trinity Full Gospel Ministries, then the Pledge of Allegiance led by a Mayor Mitch Colvin. 

There were several ANNOUNCEMENTS AND RECOGNITIONS made by the Mayor, Mayor Pro Tem and Council.

  • Mayor Mitch Colvin presented a proclamation to Dr. Marvin Connelly, Cumberland County Schools Superintendent, in support of the StarWARD Stem program.
  • Mayor Mitch Colvin presented a certificate to Miss Taelynn Ballard, an eight-year-old model, designer, and entrepreneur.
  • Mayor Mitch Colvin presented a proclamation to Ms. Gladys Hill in honor of Breast Cancer Awareness Month.
  • Council Member Derrick Thompson recognized the WIDU Celebration at the Crown Coliseum on Oct. 26-27 and Men to Men Empowerment Week is Nov. 1-5.
  • Council Member Shakeyla Ingram congratulated Michael Williams, Jr. on his boxing match held this past weekend in Fayetteville. She also congratulated the Fayetteville State Broncos football team for winning their homecoming game. In honor of National Principal’s Month, she recognized Principal Williams.
  • Mayor Mitch Colvin acknowledged the elected school board officials, Ms. Chisolm, Chairwoman Jones, and Ms. Donna Vance.
  • Mayor Mitch Colvin recognized Mr. Tony Brown and members of his team for the hard work in the community through his mentoring program. 
  • Council Member Courtney Banks-McLaughlin thanked Mr. Tony Brown and his team for their work in the community with the youth, congratulated Miss Taelynn Brown for having four businesses, and Mr. Chris Cauley, Economic and Community Development Director, and his staff receiving the Advancing Equity Award for the Murchison Choice Neighborhood Plan.
During the City Manager’s Report, City Manager Douglas Hewett reiterated the City Manager’s newsletter is published weekly on Fridays via email and online and can be found on the City’s website.

A motion was made to Approve the Agenda by Council Member Mario Benavente with the exception of the Regular City Council Meeting minutes from Oct. 9. Seconded by Council Member D.J. Haire, the motion was approved unanimously.

The CONSENT AGENDA is a group of items that are considered routine whereby all items are passed with a single motion and vote. Members of City Council can remove items from the Consent Agenda for further discussion prior to voting. The City Council acted on 20 CONSENT AGENDA items during this meeting. Council Member Derrick Thompson motioned to approve the consent agenda. Council Member Shakeyla Ingram seconded the motion and it was approved unanimously.

The City Council held a special continuance PUBLIC FORUM during this meeting. The public forum is a critical portion of the Regular Council meeting as the City Council seeks to have a collaborative citizen and business engagement base. This opportunity allows for residents to address the council directly on specific issues in an effort inform them of their opinions on specific topics. The following topics were discussed:

  • Code of conduct
  • Youth Baseball 
The PUBLIC HEARING portion of a Council Meeting is a critical portion since for certain issues, the Fayetteville City Council may sit as a quasi-judicial body that has powers resembling those of a court of law or judge. The Council will hold hearings, investigate facts, weigh evidence and draw conclusions which serve as a basis for its decisions. All persons wishing to appear before the Council should be prepared to give sworn testimony on relevant facts. The City Council held one public hearing and one evidentiary hearing during this meeting.

  • AX23-04: Jonathan N. Mitchell and Kathleen Mitchell are petitioning to annex into the corporate limits of the City of Fayetteville one contiguous parcel totaling .48 ± acres. This parcel is located on the southeastern side of Southern Avenue at 401 Ladley Street and can be further identified by PIN #: 0426-80-7452 and REID #: 0426807452000.
    • There were no speakers for item.
    • A motion was made by Council Member Shakeyla Ingram to adopt the annexation ordinance with an effective date of October 23, 2023. This option validates the final action taken by Council on the initial zoning. Seconded by Mayor Pro Tem Johnny Dawkins, the motion was approved unanimously.

There was one EVIDENTARY HEARING.

  • SUP-23-08: Special Use Permit to allow a school to be located in a Single Family 6 (SF-6) zoning district, located at 4502 Rosehill Road (REID # 0429683699000), and being the property of Bethel Christian Assembly Inc., represented by Del Crawford, Crawford Design Company.
    • There was one speaker in favor and none in opposition.
    • Council Member Mario Benavente motioned to remand this item back to staff to gather additional information for a Special Use Permit to allow a school to be located in an area zoned as Single Family 6 (SF-6).  Council Member Shakeyla Ingram seconded this motion and the motion was passed 7-3, with Mayor Pro Tem Johnny Dawkins, Council Members Derrick Thompson and Deno Hondros in opposition.
