Cumberland County issued the following announcement on June 29.
A new fee schedule at Cumberland County Solid Waste Management will go into effect July 1. The fee schedule is part of the Fiscal 2021 Budget adopted by the Board of Commissioners June 15.
The most significant fee change is a $300 surcharge imposed on any C&D (construction and demolition) loads with carpet or furniture. The surcharge addresses concerns of PFAS/PFOA (Polyfluorakyl substances/Perfluorooctanoic acid) entering an unlined landfill. Discarded carpet and furniture will be separated from C&D loads and disposed in the Subtitle D Landfill.
“There is a good, environmentally responsible reason for this special handling fee,” said Solid Waste Management Director Amanda Bader. “This is not a regulatory mandate, but rather an effort to go above and beyond to protect our environment, particularly groundwater. We didn’t create these [PFAS/PFOA] materials often found in discarded upholstered furniture and carpet, but we have to manage these materials and we don’t want them going into unlined landfills.”
Other fee schedule changes are listed below:
- The fee for wooden pallets, clean lumber, and clean logs has been reduced from $18.50 per load to $9.25 per load. Clean logs are 3 inches or greater in diameter and longer than 3 feet in length. The rate for yard waste remains at $18.50 per ton.
- Large items such as furniture and mattresses/mattress sets are $10 per item with a $20 max charge for a pick-up load.
- The cost for clean shingles has gone up from $15 per ton to $22 per ton. This rate is only available as markets allow.
- Mulch is sold in 1 cubic yard totes for $40/tote.
- In the event the scale is down and unable to weigh a load, a flat rate will be assigned based on the vehicle size.

Monday, Tuesday, Thursday, and Friday: 6:30 a.m. to 4 p.m.*

1st and 3rd Saturdays: 8 a.m. to 12 noon*
All Container Sites are open until 4 p.m. on Saturdays. Yard waste collection has resumed at the container sites.
The Household Hazardous Waste Collection Site, 923 Wilkes Rd., is open from 8 a.m. to 12 noon. The hours of operation are the second Saturday of each month, 8 a.m. to 12 noon and the fourth Wednesday of each month, 12 noon to 4 p.m.
*Please note our gate policy. Customers should be in the gate 30 minutes prior to closing to ensure that customers are out of the gate by closing time.
